Consequential statements can be traced directly to the public claim ledger and preserved source identifiers—without publishing protected dossier bodies or pretending every sentence has the same evidentiary status.
The safety-poison-pill thesis survives only in narrowed form: function creep and chilling effects are risks, not proof that all safety controls are surveillance.
This annotation preserves the adversarial report’s correction instead of retaining the stronger rhetoric.
A marker does not certify the sentence. It records why the passage is consequential, which claim status governs it, which preserved dossiers inform it, and what qualification should travel with the prose.
