Current response
QAEDA therefore requires actor, mechanism, evidence, material effect, and where relevant viewpoint or coercion evidence. “Visibility control” names a mechanism; the censorship judgment requires more.
Revision rule
Revise if empirical work shows that the identified visibility mechanisms do not materially affect access or if a narrower vocabulary better distinguishes ordinary curation from coercive suppression.
