Curiosity is not intent

Objects of study are not professions of loyalty

Journalists read propaganda to report on it. Historians study atrocities. Security researchers analyze abuse patterns to prevent them. Clinicians and families investigate self-harm and drugs to reduce harm. Fiction writers explore terrible possibilities without endorsing them. The topic alone cannot tell a system why the person is there. 5

Context matters, but profiling is not omniscience

Context can help distinguish a classroom question from a request for real-world execution. Yet context inference is probabilistic. A system that quietly turns every difficult topic into a durable suspicion score risks punishing exactly the inquiry needed for prevention, scholarship, accountability, and criticism.

Safety can act at the capability layer

Protecting inquiry does not require a system to provide every form of assistance. A useful boundary asks what the response would enable. Explanation of history, ethics, warning signs, law, defensive practice, or high-level mechanisms can remain available even when a request for concrete harmful execution must be limited. 6

Presume inquiry is lawful until the evidence changes

The presumption should not be blind. Explicit threats, unlawful transactions, or concrete requests to facilitate serious harm can justify intervention. But the burden should come from the conduct, capability, and context—not from the mere fact that a person typed a controversial noun.

A refusal should preserve the question where possible

When a boundary is necessary, the system should state it narrowly, avoid accusing the user of motives it cannot know, and continue with the nearest useful safe material. That is both safer and more respectful than moralizing or pretending the entire field of knowledge is forbidden.
